Are you asking about 3DS emulators for PC (or other systems), or about emulators for other systems that you can run on a 3DS?

The former remains a strong no, but for the latter, while it's mostly no, you can use DS emulators on a 3DS, though they run no differently than they do on a DS.

In order for a 3DS emulator to be built (even when at first in 2D mode, so a 2DS emulator) that can run commercial games, the 3DS will need to be fully cracked first, which includes firmware, the entire crypto system, etc.

Since the 3DS is still a current system, I'm not yet too worried about emulation not being available but once the hardware is end-of-life'd it will become more pressing.
