i'm planing to buy pokemon y or x (US) this month end... using my 3DS (eur) + MT-card region-free mode... can i use the EUR(eshop) patch 1.2 code to my POKEMON Y US VERSION????

nope you can only access updates/eshop content for games from your own region (or more specifically the region of your 3ds)

iirc pretty much any game that has an update just directs you to the eshop to download the update, i think some people have had a similar situation and the 3ds will alert you that there is an update available, but when you select to go download it, it says its unavailable or something along those lines

Why don't you search for the update in the eShop using the search engine? You don't need the game to get the update to appear in the eShop. Download it and the update will appear on the screen on whatever version of the game you are using.

afaik the game updates are region specific, so all he would be doing is getting an update for if he ever uses a European copy of pokemon

No, they aren't, and even more in this case, Pokemon is a multiregion game (different from region free).

well idk i suppose he would have to try, but from what i have heard he cant use online with a game from a different region anyway.....so still makes updating fairly pointless

I can't say anything about going online with a game of a different region than the 3DS, but I'm sure the update works regardless of region.

Unless the MT card can run eshop dumps you wouldn't be able to.

The EUR 1.2 patch has been dumped but there is no way to run it.. yet.

Patches can be downloaded freely from the eShop. Those dumps could only be helpful for those without emuNAND.

As I said before, most patches (if not all) work regardless of region. You will only have problems if you are looking for a patch which game hasn't been released in the region of your 3DS; for example: Monster Hunter 4.

From my own experiencie, I downloaded the Taiwanese version of Mario Kart 7 months ago, and played it in my American 3DS which had the 1.1 patch already downloaded; after booting this rom, the "Ver. 1.1" lettering appeared on the title screen. Now, I'm thinking about the possibility that the rom could have come with this patch preinstalled, but as a second reference, the NFO of the Pokemon 1.2 patch says "Region: FREE".

Nah, while your mario kart information makes some sort of sense.

The NFO of the pokemon 1.2 patch simply refers to it being installable on any region of 3ds.

uhm, what's the point of wanting a USA version on a EUR console? it's multilanguage, just buy the EUR one. if you are outside europe, well, there's online shopping and international shipping.
