Hacking ROM Hack 3DS game music customizing

Is there any way to simply import MP3/WAV/OGG (or other format) files into a 3ds game to replace pre-existing music? I want to change up the music in a few games (Yoshi's New Island, Mario Kart 7) but I can't find a tool that can change the audio in games. Any help would be greatly appreciated!

Its been a long time since I replaced bgm in a 3ds game, so my information may be out of date or I may be remembering wrong, but I know some bgm tracks are multichannel files so if you replace a multi channel file with a single channel it will crash the game. This happened me with bctsm files on soul hackers through Layeredfs so it is important to match the channel of the file with one you are replacing, cant remember what programs off hand I used to convert, but I know I used audacity for some part of it.
I had to convert the bcstm also, that program should be found on a forum here.

Thanks for the advice! I'm hoping this process will be easier than audio editing on the DS.
