it crashes cemu when I put that cutscene fix dll in my folder and run botw. Works perfectly fine when I remove the dll though

In my sig., bottleneck is the CPU.
Also, I noticed the sig was wrong right before posting this, and it has been corrected.

(Off-topic) I wish I could overclock my GPU. It's running a 1961 MHz stock clock. 1 MHz more and it crashes. It's SO close to 2 GHz, and just can't make it.

If getting 60fps on Super Mario 3D world with G4560 and 1050ti, would botw run respectively?

I can't have hyper-v installed and use the h264 fix. Hopefully Exzap comes up with something better in the future.

No.
Your GPU appears to be 40% faster single threaded than mine, so you could expect 18-28 FPS if the GPU can handle it.
That said, I don't know whether BOTW would run well under a 1050 Ti. I have a 1070, so can't really compare.

My one is exactly like that... Don't get 30 FPS outdoor(get around 10-15fps) buy constant 30 FPS indoor. Also, I have found that wind waker is using only around 400MB of my GPU memory and utilizing around 35% of my GPU power(Mine Nvidia 840M- Laptop). Btw, Is there any solution to get good audio... my audio seems broken in outdoor when frame rate drops.

For some reason, Breath of the wild is locked to 20FPS (no it's not a hardware bottleneck it's really locked for some reason) does anyone have/had the same problem? and does anyone know how to fix it?

Yes, it's the game's internal v-sync. You can disable it with this: https://sshnuke.net/cemuhook/
(don't forget to enable the hack in the options of Cemu)

I have that installed but when I enable it (GX2SetGPUFence skip (HACK)) the framerate gets locked to 20 fps (normally 15) It's an Improvement but no 30 fps for some reason.
EDIT: setting my 144HZ display to 60HZ seems to work can now achieve 30fps!
