No it doesn't (just checked to verify), so far nothing allows for the home menu, no matter the cfw or a9lh to display more than 300 titles.

Look at what Zan' had to say (response #11), bolded for emphasis:

"SigHax DOES NOT let you bypass the 300 title limit or any other limits UNLESS your cfw does this. AND technically these patches can also be applied via A9LH. No difference."

Which also means that if we ever do get some sort of patch for the 300 title limit, A9LH will be able to apply it regardless of if you use sighax or not.
