Here are the definitions:
The cursor sound should be less than 1 second.
The sound of the folder should not exceed 2 seconds.
Close sound should not exceed 1 second.
The sound of accessing the application should not exceed 2 seconds.
Sound when opening the 3DS should not exceed 2 seconds.

The following procedures must be performed in Audacity.
Songs up to 1:30 minutes you can put 32,000Hz.
Songs up to 2:00 minutes you can put 22050Hz.

Never create bgm files with more than 2 minutes, because the sound gets a quality of shit.
The method explained above allows you to create bgm files with stereo sound, without exceeding the maximum limit.

I dislike giving people guidelines like those. "These files should be X seconds long, the bgm can go up to X minutes." This ends up boxing people into thinking that the sound files have to be a certain way when the only real limit is that it needs to be a specific format and fit inside the allotted size. Quality is the only thing that can be fudged around with to get sound effects to fit provided one can accept whatever quality they ended up using.

In my Nisekoi theme, I dropped my sfx quality some so I could fit a 7 second open-lid jingle. The quality drop is pretty audible, but thankfully the sfx's are mostly single notes and so they honestly don't feel too bad. In return I get a glorious 7 full seconds of intro jingle whenever I open my 3ds lid.

On the other hand, for bgm's I try to get the maximum sample rate that I can possibly fit because the bgm is far more noticeable than the sfx. Most music should normally be around 44.1kHz, so cutting the sample rate in half (22050Hz) dumpsters the audio quality. At 22050Hz, your song file can be around 2 min 12 seconds and still fit (though I would say your audio quality is shit already). 2 minutes you can go up to around 24300Hz, 112 seconds around 26000Hz, and at something a minute or under just going 44.1kHz or whatever sample rate the original audio had.

Maybe I'm just too picky about this kind of shit, but I'd rather tell people:
- Pick a baseline quality that you won't go under (like 26kHz...which is still a pretty dam audible quality drop)
- Secure your sounds/music
- Optimize quality as much as possible
- If it doesn't fit, lower the quality until you hit your baseline
- If it still doesn't fit, reduce your audio length

Following those "guidelines" though would probably definitely lead to all of the sounds/music fitting well enough, but it just doesn't sit well with me.

Definitive tutorial on how to create Folder textures
The tutorial is almost ready, I just need to make the .PSD file of the opened folder. I am organizing the file to create the texture automatically, you will only need to create the texture in closed mode.

If you are have any suggestions or questions leave a comment, I will add your questions or suggestions in the tutorial. In the tutorial I will teach you to make 3 types of folder.

The .PSD file will come with the main effects used in the textures of the official themes.
I leave below the effects that will be available.
Effect: inflated, shadow, highlight, linear, texturing.

I will not be explaining how to create these effects, they will be available within the file, you just need to activate.

Note: The extra content of the border tutorial will be available next week.

Try downloading Ctr_waveconverter32 on other sites, this plugin is being made available with several errors. If you add it to the Editor you do not need to run the .bat file, Usagi will run the plugin.

i tried with another converter and saved but still nothing
Try doing as I said, download the plugin from another site then enter the Usagi topic for more information. I do not remember where the plugin should be placed.

The .Bat file should not be running properly, because the antivirus confuses it with viruses. It is best to run it directly by the editor, by adding the plugin and enabled an additional function in the SFX Add-in panel.
