Cursor, folder, close, access application and open 3DS should not exceed 32,000Hz.

If you put these values will not exceed the maximum size supported in the SFX decoding that is inside the body file. Remember not to exceed the time limit, otherwise the encoding of SFX effects will exceed the limit that the body file supports.

Not the need to put a value of 44100HZ into SFX files.

To create bgm I suggest you use this application.

This application allows you to create a 32,000Hz sound file. You should use it in conjunction with Audacity. Take a look at this tutorial so you can create music with stereo sound.

The following procedures must be performed in Audacity.
Songs up to 1:30 minutes you can put 32,000Hz.
Songs up to 2:00 minutes you can put 22050Hz.

These settings allow you to place the WAV file in the LoopingAudioConverter with a sound power of 32,000Hz in both cases, the file will not exceed 3,371,008 bytes.

Never create bgm files with more than 2 minutes, because the sound gets a quality of shit.
The method explained above allows you to create bgm files with stereo sound, without exceeding the maximum limit.

alright so i have the sfx there http://prntscr.com/dz3em0 and saved but whenever i upload the body it says there are no sfx and they dont play on the 3ds
You remembered to enable SFX in the Usagi configuration panel. If you do not enable option it will not save the SFX files in the body file.

This option is located below gives option that activates the bgm file.

usagi accepts them fine but they dont seem to be included when i save

Yes i think, if that theme is already got the bgm option ticked then you only need to change or put the bgm.bcstm in the same folder
I tried and when i preview it, the audio doesn't play. >.<
Is there any possible fixes unless one can make alll this together with the BGM file installed prior to uploading?

You happen to have performed the following procedures.
  1. First you turned on the SFX option in the configuration panel.
  2. Then added the SFX effects and clicked the OK button.
After performing the above procedures you have saved the updates.

Perform the following test.
Create a new file, then perform the save process. Then check the file size, then open the file again and add the SFX effects and save again. Make sure the file size has increased.

If the size of the file does not increase you should have forgotten to do any of the above mentioned procedures, more if the file has increased size check if the SFX is defective.

You happen to have the ctr_waveconverter32 plugin active in the Usagi editor, if you are using another plugin or some application that allows you to create cwavs, try to find and download ctr_waveconverter32. It allows you to create cwavs and reconvert them back to WAV. These functions are automatically enabled in Usagi in the SFX Add-in panel if the ctr_waveconverter32 plugin is inside the usagi.

You need to put the sfx again after enabling the options and save your theme

Then that just mean the guy that made the theme is forgot to enable the bgm option, i can fix it for you if you give me the .bin file
