Well worry not, I wasn't the one who had any problems - I merely read your earlier post and wanted to confirm I didn't have any issues. I'm actually running Windows 10, just with Clover, which patches Chrome-style tabs into explorer.exe. It's remarkably convenient. Fortunately, I do indeed have the special edition of fates (dumped via uncart), but I'm glad to know I don't need to worry about anything else however. If you very strongly believe, however, that your issues with viewing support conversations come from corrupted filenames, attempt Google Translating as described previously. Otherwise, you can run with Japanese locale, though as I said-- your files look totally 100% okay to me. I see you are running some sort of Mac OS, so I don't personally know anything about using a Japanese locale there? Here is a link to a neato locale tutorial I found, though. After completing this tutorial, you can usually just right click=>"Run with Japanese Locale" on your unzipping program, open up your Gay Fates folder within, and re-unzip away.
@U is a folder exclusive to the European version, as the original questioner specified. If you have the NA version of Fates, delete the @U folder you made. Keep everything in @E and leave it at @E-- the @E folder is literally the same folder as @U, but localized for a North American locale.
I see that you are using the folder for the Special Edition of Fates (fefatesSE). Confirm that you do, indeed, own the special edition of Fates that is all three games (Birthright, Conquest, and Revelations) on one game cartridge. If not, regardless of whether you are playing a Revelations/Birthright/Conquest file, use the folder that is labeled with the game cartridge that you own. For digital-only versions, this should be the first game that you purchased.
(I ask only because the Special Edition is a little rarer than other game versions, and. Well. You would not be the first person to mistakenly use the folder because they wanted to patch Revelations. Totally guilty of this myself.)
According to UV's readmore, both "plugin" and "fefatesSE" should be in the root of your SD card, i.e. not in any other folders. I have no idea if you have any sort of custom setup, though.
If everything checks out from this troubleshooting list, make sure that your hacking programs are all working fine... like there isn't something wrong with your NTR CFW, or that you have the correct game selected, or that you haven't mistakenly been clicking the wrong program (sounds dumb, but it happens to me all the time). Please keep in mind that certain conversations have not been added to the patch yet, because they must be manually written!

Also with regards to creating a CIA with the revelations patch, uh, patched in, it's pretty simple. Decrypt your fates.cia with decrypt9, and then extract the CIA with Asia81's hacking toolkit. Ensure that your CIA contains no special characters (i.e. no spaces!). Then just copy in the relevant files, create a .3ds ROM with the aforementioned patching toolkit, and convert to a .cia. You'll have to recreate the .3ds rom and reconvert every time there is an update.
Note that by building a modified CIA you cannot access online services! You cannot update data nor engage in wireless battles or the like. I didn't get a chance to test streetpass though, which would probably work. Regardless, patching the game with NTR will allow you to retain online access however.
It's a bit of a pain to launch NTR every time you boot admittedly.
