Also, are you sure you have enough space? Is your wifi stable? Are you able to install the CIA using other CDN-based means? What type of 3DS? What firmware version? What CFW version?
If freeShop, CIAngel, and FBI all fail it's an issue with your 3DS setup, not with the tools. Check that you aren't blocking CDN access (If it's downloading the full content, you probably aren't), maybe try backing up and formatting your SD card (Or try a different SD card). For example I search for Mario and I come up with the gameboy version of super Mario land, some gba games, eshop ports ect.
I have most of those but remembering the title of Zelda a link between worlds as opposed to a link to the past especially when you can't see the whole title is a little frustrating.
Not that I can't grab my phone and google it...
It would also be cool just to be able to browse through 3ds games looking for gems that I may have missed.

Most likely caused by wings.json failing to download (Wifi drop, or server issue) and leading to a corrupt file.I just started to get this problem myself just now. Not looked into it yet but I applaud you for managing to capture a screen shop of the error as it goes so quickly on my N3DS lol
Edit: deleting the config file and wings.json file fixed the problem for me
