Nope, they're just CLONING the games. With the region lock in it.

The Region Lock is part of the game (probably resides in the header, I must admit I haven't exactly studied the 3DS's inner workings yet), and it can't be modified without being able to change values in the RAM on the fly or a complete re-signing of the game code.

Bootlegging is a "dumb" science, they can't change anything.

I think you might have misunderstood what I was meaning, I was suggesting that they could produce different versions of the flashcard with 3DS ROMs from different regions, thereby allowing them to sell to different regions.

If they were using a 3ds game as a jump loader sort of thing like the DS mode 3ds/dsi carts do to bypass the checks then yeah different carts for different regions would make sense/be an obvious move. What has happened here is presumably the option to clone a game 1:1 using a cheap and cheerful memory chip to hold the game (or 1 to whatever plus enough extra logic to bypass any light AP/challenge chips and have saves work), maybe in the future there will be a way to have multiple pages with a ROM on each but as Raulpica said this style of hack is not a subtle and nuanced one ever likely to see nice cheat bearing, soft reset supporting loaders that have icons, shiny table effects and whatever else people want. I would be half shocked if these things actually work in DS mode. Moreover once unsigned code does happen I would be stunned if these teams did not just abandon these methods and make new carts: more profit that way.
Either way this means the region lock will still be in effect; the wii had a value in the header that was not signed hence the little trick there that allowed for a measure of region free (though it still took unsigned code to have it done properly) but I imagine Nintendo learned their lesson there and there is probably nothing stopping a game coder from figuring out what region a 3ds is when actually running the game and stuffing things up further there.

While I guess the others unlikely I think mask to be much more likely than flash.

Because look at the pic. It's a TSOP. I haven't ever seen MASK ROMs in TSOP.

PROMs, EPROMs and EEPROMs are out for obvious factors (cost and size).

also chip timings. This is not new on nintendo carts. Unless they've just "bridged" an TSOP 48-pin containing a cheap 3ds game chip AND, a DS flashcart, separated by a PHYSICAL switch, then they probably have figured some chip timings while on 3DS mode (supossing those chips weren't basically removed from the real 3ds cart)

I don't see why all this excitement around this..

1. I don't see where homebrew will be possible with this...

It's no more then a 3ds game with a flash card included... and it's probably ilegal to even sell... unless they have a way for the buyer to flash the card...

region lock bypassing or not, surely the region has to be present in the game rom, and i would not be surprised at all if someone makes a tool to patch your rom file to change the region to whatever you want. (in the future of course)
so regardless if the 3ds is hacked and region lock removed or not, if we can at the very least run roms, i expect the region locked aspect to be easy to bypass.

(well, i mean, how much protection will be into the region lock? i am assuming it is just a region code in the game, which checks and matches with your console's region code)

As others have said, this is a start. It doesn't make sense why people are complaining about this. Don't buy it if you are going to complain.

it will be unfortunate once bootleg 3ds games start surfacing sometime in the future. I like being able to buy cheap 3ds games from eBay and amazon sellers knowing that they are always real as there are no working mass produced counterfeit 3ds games yet. i do not do this with gba or DS games anymore as counterfeits exist.
