I was under the impression that both the ps4 and xbox one don't read data off the disc at all. All disc content is read from the HDD.
I can honestly say as a gamer not a console fanboy because i own both PS4/XBX1X that i have never in my life had such slow installs that the XBX1 has.
I know some games on the PS4 are slow such as Star Wars Battlefront which pissed me off because it was just an online MP if you played offline was just dumped in a map and run shoot shit the end.
but Gears 4 took from 9am till 2am and now since yesterday been installing Quantum Break and its still installing.
This was the reason i got rid of my XBX1 when it first launched, its power options were stupid, who the fuck tells you if you want your console to instantly turn on its got to remain in standby and have forced updates.
if you dont want forced updates your console will take longer to power up, and you have to sit watching the download/install before you can play.

I was referring to installing data from the disc.
I didnt understand why GEARS 4 update was 103GB, if this 100GB is for MP crap then maybe you should get the chose the update and if you only want the 4K update (15GB) then install that only.
My XBX1 had 1TB HDD, only have 2 games and got just over 500GB left, so i think this whole 4K gaming MS havent considered equipping the console with a HDD thats actually going to allow gamers to have a few games installed.
