Try using CFGUsbLoader and install CiOS on 249-251 with beta 52 vwii

You can install games using wiiflow. It dumps the data from the game disc inserted into the system to the storage device. Put the game disc in and you can convert it to wbfs and store it on the sd card or the attached usb, how long it takes depends on the game file size. Brawl is over 6GB so it would be longer than most other games cause is dual layered dvd while many others aren't.

Did you already tried with another loader? like Configurable USB loader? Do you have the cIOS and the IOS installed on your Wii U?

Download CFG loader from anywhere. Then, place it on the SD/USB.

Okay i got it installed but how can you download covers on wii backups i tried doing it but im getting errors

Covers aren't important at all.
I cannot remember that, but there was a "Download Covers" option on WiiFlow Options?
