I think a good idea would be installing arm9loaderhax then updating to 11.4 and then using arm9loaderhax to install sighax, you'll have to access the homebrew launcher though

I think that if he sets the date to and time to 1-1-2000 and 0:0 he would be able to acess the browser

-0 means he doesn't have a browser. That trick is for when you updated with a cartridge past 9.9.
