Yup, it still works.
Actually, the dev created a new website for his project: https://freeshop.pw
There is also a link to the new source code, hosted on a different site simiar to Github

Hello, i just got an old 3DS on a garaje sale it came with 6.3.0-12 U for some odd reason the browser is broken (disables wireless when it loads the browser) so i tryed an alternate method here i followed the instructions in there but i cant get to Decrypt9 here is a video (start at 1:46) of what happened, i dont know what im doing wrong.

ive tryed rxTools using the same method but it wont launch neither.

There is no exploit for 11.3 yet, so therefore, Plailect can't update his guide for 11.3. Have patience for news on an exploit or sell your current 3DS and get one on 11.2 or lower.

Plailect only updates the guide when there's a new development. Right now installation of a9lh is impossible on 11.3. If we knew when it was physically possible we would have to know how to do it. If we knew how to do it then we would do it not schedule it. So there's no way to know. Maybe not ever.
This is kind of the same as asking when can you buy pills that cure all kinds of cancer from the pharmacy. They'll be there when they're available. They'll be available when people find out how to make them.

No, CIA files have to be installed before you can run them. FBI has the option to install and delete, or you could get a bigger SD card.

I have the DSTWO Plus and need to update the firmware. I don't have a 2DS but I do have a DS Lite. I put the firmware update file on root of the micro SD card, pop the DSTWO into my DS Lite and it just boots into the DSTWO Plus home menu. There is no notification or option to update the firmware. Does someone have any suggestions?

There are no updates for plus version, its comes with latest firmware from factory. You're trying to use update from old dstwo and it won't work.

Do you have the files9 folder and the two .dat files on your 3ds sd (not the one inside your flashcard)

So you're looking to keep everything how it is, but you just want to remove the Nintendo ID account from the 3DS?

I am trying to do a system transfer using my pc. It is telling me delete all the data from my new sd card and copy over everything from the old one... Is this safe?
