One thing I did't get: I it really "wise" to install something with a "fake" ticket? I mean, if a emunand get's released, wouldn't it be better to keep your NAND "clean" before you dump it the first time?

It affects only the game you install to USB, not the one still on internal memory.
The savegame for a game NEEDS to be on the same location than the game.
If you play a game installed on internal, it will save on internal.
if you play a game on external, it will save on external.
if you played a disc, it's saved on internal. If you now install that game on USB it will NOT find the savegame (looking on USB instead of internal) and will create a new savegame, you'll lose the progress started on internal "for that game".

Originally saved to internal, I copied it over to a usb for backup. Do I need to copy it back to internal then move it to the external HDD where mario kart will be installed?

Sorry for asking this but... Can you get banned with this? Is dangerous or anything? I only want to install a game from my region to test it, but if it isn't 100% sure I will go away.

but there are things which a format doesn't clean (like user uniqueID is not reset back to 1), but the ticket should be removed.
yes, you can download individual files manually in your browser.
You can also use JNUSTool to resume your download.
rename your folder <gameID> with "tmp_<gameID>".
for example :
0005001010041200 ---> tmp_0005001010041200
(this is TitleID for version.bin)
put it in JNUSTool folder and run a command line windows :
java -jar JNUSTool.jar 0005001010041200 -dlEncrypted
it will resume and fix any incorrect files.
