Even if that were true, installing CIAs leaves traces in the NAND too, so does installing A9LH, so does FBI injection.
I've used .3DS roms exclusively for years ever since the Gateway came out and guess what? I've never gotten banned.
NTR has cheat support but it doesn't have built-in cheat searching which is what I mentioned.
also cias are waaay more convenient, and eventually you or others will be banned for the public headers.
and the cheating in ntr is comparable or superior to GW's not to talk about the screen recording
