I would really like to see this remaster or whatever it is on a console, (like the FF7 remaster you can get on psn right now). Man this looks beautiful.

I don't see how they could have enhanced the characters but not the backgrounds....
Enhance characters: Upscale and retouch a couple of textures, not so much work, relatively cheap.
Enhance backgrounds: Redraw a hell lot of those paintings, a lot of work. Hmmm... expensive, less profit, no go.
I suppose.

Technically, if they used some filters ala EPSXE, it could look a lot better with less work.

They did use some sort of filtering for the backgrounds, the only way to get a good result though would be to redraw the backgrounds. The more "intelligent" filters like hq4x, xBRZ etc. have glaringly obvious flaws that can get annoying to look at.

Looks like bilinear filtering. Not really the best result.

I must say the low-res backgrounds look out of place with the redrawn character textures. It's a pity really as there is not much reason to play this over the PSX version when it's just a lazy port. The game deserves better than that.
But maybe someone will make a high res mod for the backgrounds.
