After Many tries and hours I found this users steps and followed them to success (n3ds). I got through the downgrade process and it automatically rebooted without any problems (no black screen or having to remove the sd).

Here's Perkels solution, and I quote:

"- formated my n3ds (had 10.1, updated to 10.3 then format)
- formated SD (32gb kingstone class10) with SD formater (format overwrite + formatsize adjustements)
- downloaded 9.2-20E firmware for N3DS
- checked md5 of above firmware via this site

- downloaded starter kit for homebrew (from smealum site)
- installed TeraCopy to ensure nothing will be damaged via copy/paste on SD card

- put SD to pc
- copy everything lower via teracopy program! (it will show your option when you do it just via copy/paste like normally you do after you install that program)
- copy starter kit folder content to sd card
- copy sysupdater to 3ds folder in your SD card
- copy updates folder to your SD card once you unpacked your downloaded and checked via md5 sum FW
- get your SD card to your 3DS and set up your 3DS (date, time etc.)
- change your theme to something else and back to default (to ensure menuhax will work)
- do browserhax (scan QR code [L+R and then that left sticker] from this site)
- you should go into HomeBrew thanks to above
- choose menuhax manager and install menuhax
- restart your 3DS and hold L to go into homebrewlauncher directly

Once above is done you have properly installed homebrew on 10.3 and it is confirmed that all files are 100% safe to use (that FW you downloaded) and nothing weird should go wrong (it still has that chance though)

Once above was done i started sysupdater from homebrewlauncher.
Since memchunx doesn't work most of the time i had to try 7-10 times before i got #8 success and sysupdater menu.

Then i pressed Y, nothing happened for 3-5 seconds
Then cheking CIA files... or whatever that was for 10-30 seconds
Then it started to install CIA files
Then it got to autorestart in 10 seconds
Autorestarted (NO CRASH)
Booted into 9.2 system without problem perfectly (without taking out SD card)

In other words perfectly updated without single crash (aside from getting into sysupdate menu)

I give my humble thanks to whoever worked on memchunks, julian for this fantastic build and ton of other people that showed me way to ensure everything will work correctly (like teracopy, md5 etc).

Now i have 9.2 and i am wondering what should i do Good thing to wonder about "

I don't know if it's the best for everyone, but for me, it worked where others failed to even get to the updating process

Yep, the first time I ran it, it crapped out after installing only a handful of CIA files. Then I replaced the Homebrew Launcher's boot.3dsx file with the sysUpdater one (renamed) and it worked like a charm - I only did it to speed up the process of running it multiple times, but it's possible it also helped. It's a mystery!

N3DS 10.3.0.28E here, i just exactly followed what op said and it works flawlessly on the first try, only got 1 trouble, menuhax refuse to install the first time but i forgot to change theme *facepalm*
Now i just have a problem, my 32gb SDHC card can't be read on the 3DS and i can't understand why (already did that on 10.3 though)

This worked like a charm! from 10.3U N3DS XL to 9.2, first try without any soft bricks!

Just thought I should share my downgrade process on a o3DS and out of six attempts it worked perfect first try every time. So it may help someone.

1) I started by finding a spare memory card
2) Formatted it on a computer so it was empty
3) Setup the card with just the updates folder and HBL starter kit and steveice's sysUpdater build
4) Turned on the system and let it create a skeleton Nintendo 3DS folder.
5) Started HBL (Choose your own method probably browserhax, I used Ninjhax)
6) Ran sysUpdater and hit "Y" to downgrade.
7) Wait for it to reboot.
8) Turn off the system after verifying it worked
9) Inserted my regular memory card with all my games.

I tested it 6 times and it was flawless every time. I just kept doing a Internet update then downgrade again repeatedly. sysUpdater always started and finished the process by successfully rebooting after 10 seconds.

I did this out of boredom since I have a hard mod and had a backup of my already hacked system. I hold no responsibility if my repeated successes don't happen for you.
DO NOT attempt it repeatedly if you do not have a hard mod.

After a lot of wait and think i finally decided to downgraded my n3ds (no hardmoded) to 9.2 with this tutorial , and it was successfully

-Used @julian20 last Sysupdater with libkhax (no the one from OP, beocuse i heard from justpingo twitter, that the SUlib could destroy the nand):

-I did not erease any program and or game that i have installed (around 30 apps) although Ironfall doesnt start anymore :/
-I ereased menuhax, becouse i heard of some bricked systems that had to erease something from the sd relative to that program, and i did not want to get trouble with that, so i only used ironhax as point entry, after successfully downgraded my n3ds, i installed back menuhax

Process:
-Copied Julian20 Syupdater to 3ds folder
-Downloaded cias for new3ds usa -version
-Verified with MD5
-Copied with Teracopy
-Tried Sysupdater like 10 times (sometimes i got black screens, sometimes it didnt start, or have the: Failed reading cias something like that)
-Sucefully started
-It installed cias (slowly, like 2mins, but it was like years) an rebooted itself, then Success!!!

I could not wait to KTM, but i hope most people waits, becouse this process is stressful and risky

Thanks! After trying with menuhax about a dozen times, it worked first try just going into homebrew launcher with browserhax. Downgraded from 10.3 to 9.2 on Hyrule Edition N3DSXL (U).

Well, I fixed my MicroSD card, followed all the steps with exception to using Julian's -latest- downgrader.

3 tries, and no bricks. I'm on 9.2.0-20U from 10.3.28U. 3DSXL U.
