The European Parliament and one of Alaska's administrative bodies also became interested in the project when both were alerted to the potentially dangerous activities of HAARP.</p><p>Why does HAARP attract conspiracy supporters so strongly? The reason is very simple: despite the theoretically open and public nature of its activities, HAARP operates in a very discreet, almost secret form. People who want to visit the facility (including scientists interested in research) are turned away, and the area around HAARP is patrolled day and night by unmarked cars. Moreover, HAARP never really attempted to thoroughly explain the principles of operation of IRI. The first information appeared only after a series of pressure from private individuals and institutions. The figure of the main antenna contractor adds flavor to the whole matter.
