Gaming Convert .CIA to .3DS

I wanted to play Iron Combat - War in the Air but I can only find .CIA downloads. Does anyone know if it is possible to convert a .CIA to .3DS? If so, can you please explain or link a tutorial. Thanks

I don't think you can, try using the forum search to make sure (which you should've done already) bc I know this question has been asked many times.

I found a post saying you can but I still have no idea how. If anyone has any idea I'd appreciate help

I've seen that before as well but it's to my understanding that you can't do it as a .cia has no header while .3ds needs one.
