So I downloaded mod on my 3ds for fire emblem fates I have a cartridge for the game I tested them out on my regular old 3ds and they work fine and when I put it in my new 3ds (JP) they dont work. Did the same steps luma>titles>(title id) I did the en title and jp title and nothing works.
