Yeah, thanks guys, it worked! I had wrong python version probaly, Used one long ago to extract images from Ys Memories of Celceta (not 3ds game), so uninstalled and installed correct version that mentioned in guide and it extracted my archives. Thank you very much!- SomaCruz10

So i just extracted files from .cia rom ( didn't tried to dump from 3ds yet) and I got .arc archives, but I don't know how to extract them.
