That is game bug. It probably happens because the game was meant to run on higher clock but developers removed it before release of the game so it automatically blocks it.- xErwin

i have reinand too, mine works fine do the following : download this https://github.com/Shadowtrance/BootNTR/releases/tag/3.3-3D and delete plugin folder on 3ds sd- xErwin

delete plugin folder on your sd card than download 3.3 version and put it on sd card. Worked for me!- xErwin

delete vjoy,Download unofficial version https://github.com/Ordinaryperson2/3DSController/releases/tag/0.7.2 it works better and new 3ds controls are keys in this version. (you have to replace old cia with cia in this rar- xErwin
