So when installing a backup on my 3DS, the application froze. Now it won't boot past A9LH. Is my best course of action to restore an old nand backup?
If so, what should I do to minimize my losses? I'm guessing maybe somewhere there's a save folder I can take and keep for when I restore the old...
Games are (usually) installed on the SD. Just copy everything from the first SD card to the other and you'll be done. As long as you're not using an emunand.

Yeah you should just get a 64gb,that would be a lot simpler.
Older Source games should for the most part run OK.
Anyway I'll just recommend Terraria and Spelunky. They are both fantastic low-spec games. They are also very cheap and highly rated.
I use a Razer Kraken 7.1, and while I do recommend it as a gaming headset, I don't overall recommend gaming headsets in general. As someone else said, but regular headphones and an external mic. Also don't look for 7.1 features in a headset because it's useless as you can do that with windows 10...
Well there aren't any moving parts so I don't think it would do that much. All I would watch out for is it draining the battery and perhaps overheating depending on what you're doing. I'm not sure there would be much of a difference in the wear 'n tear between those and tablets though, besides...

Jokes aside I'd make him pay for repairs, even if it was his brother that did the damage, it was your friends full responsibility. Any good friend should pay up, especially since I don't think it would cost that much (even NDS's near me are just a 1000 yen)
