    It seems like nintendo hasn't fully patched it yet on the latest update so theythey are probably waiting for nintendo to fully patch it since releasing it now will put it at a higher priority to fix. Any ways making a dongles is simple enough.

    There is no simple way to convert a .exe to a .3dsx except for getting the sorce code for the program and recode it to work with the 3ds.

    If you dont use the browser then I guess you can try since I think tri force and some newer game update your browser with a dummy one if you dont have the latest sys firm. But im pretty sure you need 9.6 or else you get a logo loop when you try to play. I would recomend to just install the cia...
