    Is it inside the hill or in the grass outside? I did what you said in addition to completing the UB side quests but after spending 5 max repels, still no sight of it inside or outside the cave. I have a lv 65 pokemon as my lead. EDIT: I found it in the grass inside 10 karat hill.
