    I don't think a DOS emulator would run all that good on a PSP. It has to emulate all the hardware especially the processor. So DOSBox for PSP is probably the best you will get.

    Good question, as far as I know region lock totally depends on firmware, not any hardware parts. But it is fairly easy to hack your console to play all region discs (if your TV works with NTSC and PAL). Or your could play from a USB HDD, that is more comfortable anyway.

    Well USB 1.1 and 2 have the same minimal power output per port, which is 500mA. Controllers are allowed to output more, but are not required to. So the maximum output possible completly depends on the controller. As does the power which kills the controller.

    No the part where you put your thumb on has a diameter a little bit smaller then a 360 stick, at least on my 3DS XL. But you can't really compare the two sticks, they feel pretty different. If you are unsure if you like the 3DS circle pad you should try it out at a demo station.

    I feel sorry for you, but you shouldn't have formatted it then. And I'm also sorry to have to tell you, as far as I understand the format process and the saves they are not accesible to your 3DS any more. Maybe somebody will find a way some day, or I misunderstand something about the stuff.
