That was for the O3DS. You don't use the browser at all with the N3DS. You need a way of getting Gateway's exploit save onto the OoT card, then you load the save in-game and press A. On Gateway's site, they have the instructions you want in their 3.1.0 release news post.

Install the game you want to play as a cia. Hover over it, press select to open gateway's multirom menu, select a rom that's of the region you'd like to force the cia to run in. Keep mashing A to select that rom and immediately launch the cia.
My internet isn't good enough to upload that much data, so I made a thread in the xorpad section of a certain site with the file I used to make my cia. I've only posted once or twice over there, so it won't go up before moderator approval, but keep an eye out. I hope it helps.

I believe if it were the unused space issue typical of 128GB cards then BBM wouldn't launch at all. Since he said some cias are installing and some are invalid, the most likely scenario would be a bad or fake micro sd. Might wanna use something like h2testw to check it. That would be my first step.
