I've never heard of this before

Back around 2008 or so, almost every wifi that was the "login" type (eg: coffee shop wifi and whatnot or paid by the hour) had an un-(but somehow still)-intentional bypass for the login where in the page it had you put in the credentials, if you added "?.jpg" in the URL it actually let you use the wifi freely bypassing the need to pay to use it, so you basically got free unlimited connection
