Because I have all my purchased stuff and NNID on sysNAND and I'd honestly rather use the eShop on sysNAND.

Besides, regardless of my life choices I know for a fact that NVER + HANS/FMP did work a week earlier. Now it doesn't for some unexplained reason, no matter what method I try. It's not just me either; other people are experiencing this too.

Are you sure? With A9LH sysnand you wouldn't need to use HANS to access the Eshop, or install latest NVER.
