At my country the Coffee with Milk is called «Tetero» (Baby Feeding Bottle) because is traditional give the babies coffe with milk or «Agua de panela» with milk on the feeding bottles.
Yes it is traditional give coffee to babies, no so much recently but my grandma and her mother used to do it.
you must to think on the old coffee no the espresso nor machined ones. the coffee from real coffee fruits just take from the tree, dry and toasted then cook on old stoves. so you do not have so many caffeine, just the taste and the energy.
A latte almost always will be the most milk to coffee ratio. If you go to a good cafe, you can order a single shot espresso large latte which should be the most possible milk. A 16oz drink with what is likely 15g of brewed espresso.
