If you're between those two, Zorin does a lot to feel like Windows
The Budgie and KDE Desktop Environments are both worth looking into (imo). There's Ubuntu flavors of both, if you're hoping to keep apt as your package manager.

Ricken Budgie is okay imho, feels like a GNOME-fied Cinamon, and KDE I never gotten to work on my end. On my main Linux Laptop, I use Fedora Workstation, which is GNOME. I think I am okay with this too since it's the only one besides Fedora KDE that I was able to get KDE Connect to work on there. Prior to this, I used Fedora Cinnamon and for some reason, KDE Connect didn't work on there.

Right now, outside of my Family Lapotp which is running LMDE, I do NOT know the best distro that uses Debian packages that has a rolling release model akin to Fedora tied to it.

Fun fact, neither of these distros run on my laptop for some reason.

Still blown away to think that to this day only Solus wants to work on my machine, and thankfully it works pretty nicely, I can't complain about that lol
