Given that I don't have a PS5 or gaming PC I don't really know what you're talking about but every generation has its share of issues and complaining choirs.
I have a Steam Deck and while I get that it's not the highest end machine, it also feels like developers are far too willing to hope that FSR and DLSS will take care of lack of optimization and it sucks. Recently purchased a game last week that I still can't play because it was programmed like shit.
I'm not an expert on this, but I do know that the 7th gen was the time of low framerates, lens flare, motion blur, etc. From the outside looking in, it seemed like the industry was course correcting a little for the PS4, but I'm not surprised it hasn't gotten much better overall.
