Aren't you referring to the E3 2010 tech demos for the 3DS? Or are you trying to compile CIA files then transferring them to another system?

I am not referring to the prototype files of e3 2010. There are app files on my old SD cards that I dont knoe the purpouse of. All of them are from stock systems.

.APP files are encrypted per console and is a form of NCCH file used for installed titles, such as eShop and retail games. If you have the same tickets for those titles, you can re-build them into a (.CIA) legit file.

I dont understand how Ill be able to get them bsck if theyre per console if thats the point. How would I be able to bring them back onto another console? Can I try using an app like FakeTik?

Try using FakeTik. If it doesn't appear in the HOME Menu you'll have to re-encrypt them with your console's keys, rebuild, and then re-install them.

FakeTik can re-generate tickets for installed titles if one of them are missing on the HOME Menu.
