I understand and agree with wanting to reward patrons, but at the same time, a this is typically the type of feature where people who don't have it feel left out. This was a free feature on many sites back in the day.

That would make more sense IMO. Patrons being able to unlock it without having the XP yet definitely sounds nicer.
