Of course I think they're legal! I tell them the only thing MAYBE illegal is the games you play, which are often pirated from the ethernet lmfao.
Which, even them is not a part of the emulators itself. The user provides the ROM's, not the emulator.
Yeah, I actually write a ton about emulation and stuff, I just answer hella questions regarding emulators. Everything retro, really. I also help with repairs. (PCB for example)
