You realize that it uses the game's currency though, not cash directly. People are trying to make it so that the initial real money to fake currency transactions no longer happen, gambling with no actual risk to one's own livelihood is fine and could be used as a safe way for addicts to satisfy their addiction without forking over thousands of cash so gambling with in-game currency that can't be bought is ok...

In-game currency can't be bought? You do realize there are shark cards right? And many buy it, it's the reason Rockstar constantly updates GTA Online.

You missed what I'm saying, right now in-game currency CAN be bought, many of the legislators and whatnot are trying to make it so you CAN'T buy in-game currency for real money, turning games back to actual games instead of "live services", microtransactions in general are being hounded, not just lootboxes.
