    Homebrew [POLL] Do you think legit CIA's are piracy?

    Now if someone were to purchase a limited edition 3DS that was intended to have a game preinstalled but the game was deleted, is it still wrong to put back the legit CIA that was supposed to be on it?

    Hacking Update a New 3DS and transfer legit CIAs

    Have you tried to install the CIA. Verify that it is re-downloadable in the eShop. Then delete the CIA off of the system. Re-download the game from the eShop. Then try to system transfer? It doesn't seem like you've tried this combination but I could be wrong.
