    It's not going to include the new vehicles or music discs UNTIL the festival happens - those you will have to wait upon until someone dumps their save file (which idk if they did for the last 3 free DLC characters) It only Includes the Free characters, not the Mutant Mayhem or Avatar characters...

    There's a save file here (or I think, I can try to extract mine and share) that has the characters unlocked. I forgot what I did that just unlocks them right off the gate, but there unlocked.
