    Have you tried Faketik? I think this worked to restore my Smash Bros DLC, but it's been quite a while so I can't remember that well. Worth a shot though.

    Don't all modern Pokémon games make legendaries respawn if you kill them? Most I've played respawn them when you beat the Elite 4 and Champion. You don't need CFW for this.

    I feel like your best bet is to get an inject of Japanese Emerald installed, load an already existing save file downloaded from the net, and activate the Mew event there and transfer it to another save in PKSM. Theoretically you could load a US save into a JP rom, but I've seen doing that...

    You won't ruin anything, but you won't be able to use NTR plugins and such until you switch to the 3gx version again. So switch to main Luma now, and if you need to use plugins or such, wait for that version to get updated.

    Avalon code is a NDS game, not a 3DS game. CIA files are for installing 3DS games. To play NDS titles, obtain the .nds rom and use Twilight Menu.

    No, only local. You need to be in the same room as the other person. Not legitimately. You'd need to use a cheat code to change wild encounters, or if you somehow got one in a gen 1 game you might be able to trade one over from gen 1 (not sure if it can be done with VC, or if Bank would help)...
