Same as you, 4.0U and I'm using the hacks.ini from that link I posted above. I will probably do some more testing later although I always use freethewads if I can't find ntsc so if that one doesn't work it won't really be a problem.

If you have preloader installed you will get 'system files corrupt..' so just boot to hbc and install preloader again.
No, I don't see a reason to downgrade from 4.0 and I've just upgraded from 3.2 today in fact. All you need is a cIOS though and you can choose which firmware you want. I personally would just use cIOS downgrader.
NUSD sounds like the offline option aka a lot more work but if you don't have wireless it's a working solution. I've used cios downgrader before and any region changer, pretty simple.
