    It is, unless you install this https://github.com/yellows8/3ds_homemenuhax/releases and hold L when booting the 3DS.

    I can confirm. Browserhax only worked one time after installing 10.4 and hasn't worked since even when emptying the SD card. I'm now wondering if formatting the DS would allow it to run once again? I've done the procedure mentioned in this topic about 50 times.
