PYou have self explained, the bottom side beeps to ground meaning that bottom side is ground, where the top side is the PWM signal side that originally connected to the 3rd pin on the fan connector.

Pyes, make your jumper connect to the cap at the end. If you are using small gauge wire, you could make few route in between to give the fan port pwm pin has larger contact area.
