    I had exactly same problem. But finally! Today I solved it. Turned out the reason was BAD ROM image of Guitar Hero Warriors of Rock NTSC game. Once I installed good rom image of GH WOR NTSC everything worked fine and now I have all 710 songs in WOR. I cannot post links, but GOOD rom image is...

    For those who have PAL Wii. It looks like all (or most) RB2 Europe split WADs from MarioCube are broken and wad2bin cannot convert them to bin files. Split WADs for USA version of RB2 seem OK when converting them to bin. But! RockBand DLC depends on the region of the CONSOLE and not of the game...
