    So I am picking up a new 3ds xl today and I already have a old 3ds xl with al9h/luma/hardmod. I want to system transfer to the new 3ds. How should I go about doing that safely? Should I hardmod/downgrade the new 3DS xl 1st or anything special? Thanks in advance for the help!

    You can use Pokemon Bank with any legit Pokemon cartridge from any region. You cannot use Pokemon bank with cartridge dumps.
