    Yes, IV's are still there. The only way to "check" them in game is to see how many grit levels they have when caught. If they have 3 grit levels when caught that's a 31 IV.     In PKHex you can Import these blocks to have everything purchased. If you want to do it yourself the 6 blocks are all labelled and you just need to export them, change any 01's to 02's and import your changes.
