    Just to cover all bases, you're sure it's not a problem like you don't have permission to write to the folder you're trying to save to? I just checked my users/admin/.gimp-2.8/plug-ins folder and it's empty. I can give you a copy of my .gimp-2.8 folder, if you think that would help.
