I feel so relieved to finally get this to work. I got so frustrated. I will say that there should have been an extra step in between 7 and 8. ROM Hack [Tutorial] How to Decrypt, Extract & Rebuild 3DS|CIA|CXI Files
I'm getting ucrtbased.dll and vcruntime140_1.dll not found when trying to rebuild cia. I have reinstalled and uninstalled visual studio redistributable 2010-2017 but it won't work.- NeoOracle45

Or, I also heard that if you use flash memory, it can act as more "RAM" at least windows tell me when I stick a flash drive into it. -
