    Extdata can be any file format whatsoever, including unique formats that only the developers have any idea about.

    Well, if you want to try, you're better off using SaveDataFiler.

    I imagine a system transfer would work better for what you're going for, assuming emunand-to-emunand is actually possible.

    Here are batch files I use for unpacking and repacking a CIA. Drag and drop into them. Avoid spaces in filenames. https://dl.dropboxusercontent.com/u/183608682/cia_unpack_repack.zip edit: There's aren't quite compatible with the pokemon cias, I don't recommend using them here.

    Looks to me like it would be quite easy to figure out what the effect of these patches are. The vast majority looks to be changes to move animations, to remove flashing, as usual for VC rereleases. And the remainder seems to be just simple hex edits to the rom and cheat codes applied to ram...
