You probably can for simple asset swaps. You can modify files you're able to use for USB Loader GX using tools like Wii Scrubber and simply replace existing files with the modded versions. I've had success using this method for plenty of Brawl... -

For the Wii U it would be bluubomb not Bluebomb: https://github.com/GaryOderNichts/bluubomb But it needs the Wii U to be able to pair Wii Remotes, and it sound like yours isn't in that state. So get a Pico and use UDPIH to install ISFShax.
